Including Building Codes in the National Flood Insurance Program

The purpose of this report is to present findings of the impact, effectiveness, and feasibility of including widely used and nationally recognized building codes as part of the Department of Homeland Security Federal Emergency Management Agency (FEMA) National Flood Insurance Program (NFIP) floodplain management criteria as proposed in the Biggert - Waters Flood Insurance Reform Act of 2012.  This report provides findings of the regulatory, financial, and economic impacts that would likely occur to homeowners and government entities if it were adopted and the feasibility and effectiveness in reducing flood damage in the future.
